On May 4, the IAB Tech Lab launched its Programmatic Governance Council, an industry-wide effort to address the structural opacity that has come to define the U.S. programmatic market. The council’s founding cohort reads like a who’s-who of buy- and sell-side power: Dentsu, Omnicom Media Group, WPP, Disney, Magnite, PubMatic, Hearst, News Corp, Yahoo, Amazon Ads, The Trade Desk, Raptive and Mediavine.
For publishers, this is one of the most consequential moves of 2026 so far.
01Why this matters now
The market is roughly $200 billion in annual U.S. ad spend, yet day-to-day operations are still plagued by inconsistent transaction IDs, bid duplication, opaque auction mechanics, and signal handling that varies by platform. Each of these issues directly suppresses publisher yield — either by depressing CPMs, fragmenting audience signals, or creating room for arbitrage that captures margin somewhere other than the publisher’s P&L.
The fact that Magnite, PubMatic, Raptive, Mediavine, Hearst and News Corp are at the table tells you the sell side sees this as existential, not theoretical.
02What the council will produce
The council will publish a formal charter and workstreams in the near term, followed by an initial governance framework and a first set of recommendations within 6–12 months. Early priorities are:
- Auction transparency — clearer disclosure of how auctions are run, including any soft-floor or last-look mechanics.
- Consistent transaction signal handling — standard treatment of transaction IDs to enable real path tracing and de-duplication.
- Buy-/sell-/platform alignment — common definitions, common signals, fewer judgment calls per impression.

For publishers, the next 12 months are an opportunity to convert that diagnosis into auction mechanics that actually return value to the page that earned the impression.
