This was the week “who’s actually deciding” became the question underneath almost every story. Palantir’s newsroom-to-monetization push — Fox News Digital’s production stack, Zeta’s 550-million-person identity graph, Stagwell’s agentic marketing system, USA Today’s audience-monetization deal — showed a defense-tech firm building the data infrastructure under both sides of the market without ever looking like an ad-tech vendor, while 800 USA Today Co. union employees asked their own company to walk the deal back. PubMatic and Silverpush found a way around CTV’s household-identity wall by targeting the show instead of the viewer, proving the real obstacle was messy episode metadata, not privacy law — the same week Paramount’s cleared $110 billion merger with Warner Bros. Discovery put five major streaming brands under one ad-sales organization, resetting the CTV negotiating benchmark whether or not you sell a single impression to either brand. On the buy side, Omnicom’s now-closed merger with IPG reached the harder integration phase — consolidating two holding companies’ DSP seats, identity graphs and deal-ID conventions into one, under an FTC consent order that makes ad-placement decisions a matter of regulatory record for the first time — while IAB Europe’s 2026 AI report found 58% of the market expects agentic ad buying at scale within a year, with governance and auditability lagging adoption badly enough that agencies are now building their own explainability tooling because the platforms’ own agents won’t produce one. Brussels, meanwhile, signaled it isn’t done with Meta’s pay-or-consent model: a second non-compliance track, this time with daily penalties instead of a one-time fine, is forming around the same “genuinely free consent” question the Commission’s April 2025 decision raised. And publishers spent the week digesting the Google ad tech remedies from every remaining angle — trade groups taking the partial win, a Digiday scorecard averaging five out of ten across seven graded fixes, a new Permutive/TransUnion identity integration posting a 41% CPM premium on curated deal IDs, and two more non-interoperable alt-IDs launching into a field that already had at least six — while one publisher consortium answered the control question the only way that’s fully in a publisher’s own hands: building a shared retail-media marketplace instead of renting space in someone else’s.
